Steps to reproduce the problem:
1. Click a link to download a file
2. Choose a location to save the file
3. Watch the download progress (progress bar at bottom of the browser window, not chrome://downloads/) to completion
4. When the file is completely downloaded all browser windows freeze and UI becomes unresponsive

What is the expected behavior?
Download progress shows download complete. Browser continues to work normally.

What went wrong?
File is completely downloaded, but browser freezes. The current page cannot be scrolled. No other tabs can be selected. Other browser windows also freeze. Windows do not respond to close button. No obvious errors in the terminal.

'killall chrome' works as expected. On re-start of chrome the previously open tabs are lost and the browser prompts to open startup pages.

This is not 100% reproducible. Some downloads complete normally. Others display the behaviour detailed above.
