System webview disabled always

For syncing clients:
From chrome://version, please provide the OS and Chrome build number.
From about:sync, copy/paste the tab contents here, or select the Data tab
and click [Dump sync events to text].

System webview is always disabled I can't even able it never have been able to

Status: WontFix (was: New)
This is as expected in Android 7.

Have you read https://www.androidpolice.com/2016/07/20/google-explains-chrome-will-become-webview-android-7-0/?

If you don't have Android 7, please reopen the bug.
