Combined emojis are displayed separately instead of being displayed as one combined emoji

Steps to reproduce the problem:
1. Visit this site: https://emojipedia.org/man-shrugging/ 
2. Copy man shrugging emoji
3. Paste it into Chrome text box

What is the expected behavior?
man shrugging emoji appears as one combined emoji

What went wrong?
female shrugging plus the male sign appears as two separate emojis
