"More" submenu on context menu cannot display ARC apps correctly

Issue description

Chrome Version: 70.0.3511.0
OS: ChromeOS

What steps will reproduce the problem?
(1) Install 4+ browsers in ARC
(2) right click any link to open the context menu and click on "More"

What is the expected result?
We should be able to see some of the app candidates under the More submenu

What happens instead?
An empty submenu can be seen, and you can click on some of the apps.

I was no able to reproduce in M69 or older versions, and the code that adds the app candidates to the context menu has not been touched in a long time so I wonder if this is ARC specific.
