Favicons sometimes rendering incorrectly

Issue description

Chrome Version: 70.0.3517.0 (Official Build) canary (64-bit)
OS: MacOS 10.13.6 (17G65)

What steps will reproduce the problem?
(1) Use Chrome for a while with lots of tabs
(2) ???

What is the expected result?
No weird visual artifacts

What happens instead?
Sometimes my favicons turn black, or the tabstrip turns mostly black, or the tabstrip has a surprisingly low alpha for the tabs. Sometimes these artifacts only show up when the window is unfocused; other times, they show up when it's focused.

This issue seems to affect each window separately, i.e. a given window might be in a bad state, while others are fine. Sometimes windows will recover on their own, after some amount of time or some number of actions have passed. (I have no idea how to consistently repro, sorry!)
