ChromeVox duplicating captions

Board: Kevin

What steps will reproduce the problem?
(1) Start ChromeVox.
(2) Focus on something.

What is the expected result?
ChromeVox captions at the top are displayed once.

What happens instead?
ChromeVox captions at the top are displayed twice.

This is believed to be an issue on the Kevin board. (Was only confirmed on kevin)
