Buildbot failure emails from FYI bots do not (clearly) distinguish not-run-due-to-capacity from run-but-no-results

Issue description

Gatekeeper emails have runs w/ failed steps highlighted red, and "failure" in the title, and runs w/ infra-exception steps highlighted purple, and "warning" in the title (though sometimes a run with an exception step gets the "failure" title; not sure why).

FYI bots sometimes skip steps due to timing out waiting for swarming capacity.  Could those steps be given a distinct colour (and title text, if possible, e.g. "capacity warning") so that it is easier to spot whether the failure is actionable?
