When switching displays, tabs redraw with ~50% empty space from top of tab to title bar buttons

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
1. Connect Macbook to external display (apple cinema 27)
2. Close macbook
3. Open multiple tabs
4. unplug macbook
5. plug in to new display or open to use built-in display 

What is the expected behavior?
Windows redraw looking normal

What went wrong?
Tabs are redrawn half way down window

Did this work before? N/A 

Chrome version: 67.0.3396.99  Channel: stable
OS Version: OS X 10.13.6

Please update your Chrome Browser to latest Chrome 68 and try again there.

Updated to 68. Attached screenshot of behaviour. This may have been pre-update. I'll confirm if I see the issue again.
