Identify better metric for separator padding on the CC upstream dialog

TitleWithIconAndSeparatorView in c/b/ui/views/autofill/view_util.cc uses DISTANCE_RELATED_BUTTON_HORIZONTAL to provide the metric for the title separator padding on the CC upstream dialog and the CVC dialog. However, that one was chosen because it has the right value, not because it makes sense.

We should maybe create a new metric for that?
