ConsentBump isn't displayed if the app is started in incognito mode

With ForceConsentBump enabled.

What steps will reproduce the problem?
(1) Open an incognito tab
(2) Relaunch the app

What is the expected result?
The ConsentBump should be displayed.

What happens instead?
The ConsentBump isn't displayed. It is displayed if the current mode is non-incognito

WAI. The consent bump shouldn't be displayed on incognito or TabGrid.
