OS: Win(7,8,8.1,10) , Linux(14.04 LTS) and Mac(10.12.6 , 10.13.1 , 10.13.6 , 10.14).

What steps will reproduce the problem?
(1) Launch chrome, navigate to above url and click on PIP option.
(2) Resize PIP video frame and observe 'Play' and 'Close' button on it.

Actual: 'Play' and 'Close' button is seen big in size than expected.

Expected: 'Play' and 'Close' button should seen properly.

This is a regression issue, broken in 'M70', below is bisect info:

Good Build:70.0.3516.0(Revision: 581414)
Bad Build: 70.0.3517.0(Revision: 581729)

You are probably looking for a change made after 581643 (known good), but no later than 581644 (first known bad)
