Non-Regression : 'Show password' tool tip is seen missing when tab focus is on icon in 'Join Wi-Fi network' overlay

Chrome Version: 69.0.3497.35/10985.20 dev-channel Kip,Celes and Daisy
OS: Chrome

What steps will reproduce the problem?
(1)Recover build -> In OOBE screen click on 'Let's go' which navigates to 'Connect to network' screen
(2)Now select required Wi-Fi network -> 'Join Wi-Fi network' overlay is seen and now press 'Tab' button until focus is on 'Show password' icon and now observe for 'Show password' tool tip when tab focus is on icon
(Please refer Video)

Expected: 'Show password' tool tip should be seen when tab focus is on icon in 'Join Wi-Fi network' overlay 
Actual: Instead 'Show password' tool tip is seen missing

This is Non-Regression Issue seen from M-62
