What steps will reproduce the problem?
(1)Sign into User -> go to chrome://settings page -> Now under 'People' section click on 'Screen lock' option
and  enter User Password in 'Confirm your password' dialog box -> At 'screen lock options' section select 'PIN or Password' option by clicking on 'SET UP PIN' 
(2)Enable toggle option of 'Show lock screen when waking from sleep' ->At Uber Tray select 'Accessibility' ->Select 'Highlight text caret' option 
(3)Now click on Uber Tray and select 'Lock' option ->  observe 'Blue Highlight Bubble' is seen misplaced i.e. bubble is not seen at 'PIN or password' field instead seen at digits

Expected: 'Blue Highlight Bubble' should be seen at 'PIN or password' field in Lock screen
Actual: Instead 'Blue Highlight Bubble' is seen misplaced 

This is Regression Issue as same is working fine in  M-64

Note : Issue is also seen on M-65,M-66, M-67, M-68 and on M-70
