Tested the issue on chrome reported version# 67.0.3396.99 using Windows-10 with steps mentioned below:
1) Launched chrome reported version and navigated to URL: http://www.worldstarhiphop.com/videos/video.php?v=wshh9AY0D29ARfxZB7zZ
2) Played the video on full screen, able to see only video controls while video is playing

@Reporter: Please find the attached screencast for your reference and let us know if we missed anything in reproducing the issue, provide your feedback on it which help in further triaging it. Could you please try to test this issue on latest chrome stable# 68.0.3440.106 an dlet us know if th eissue still persists. I just tested with 68.0.3440.106 (Official Build) (64-bit) (cohort: Stable)

To notice this behaviour, I have to open the tab and full-screen it before it fully loads.  I've seen it in the past on other sites, but I can't recall any off the top of my head.

If video fullscreen is that same as F11 fullscreen, it might be easier to notice by using F11 fullscreen and clicking links.

Able to reproduce the issue on Mac 10.13.3, Win-10 and Ubuntu 17.10 using chrome latest stable #68.0.3440.106 and latest canary #71.0.3542.0.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.
