chrome://flags focus indicator contrast too low

If you go to chrome://flags and use the keyboard to navigate, you'll see that the gray background indicating focus in the Available/Unavailable tabs is too low. 

The difference between focused and unfocused:
Foreground:#EEEEEE
Background:#FFFFFF

The contrast ratio is: 1.2:1

Three low contrast bugs that are similar but are different because there are three different implementations of UI to do the same function:

872961 clear history dialog tab focus
