chrome://accessibility text contrast too low

Issue description

Google Chrome	70.0.3514.0 (Official Build) dev (64-bit) (cohort: Dev)
Win 10

Navigate to chrome://accessibility and examine the link text for each tab that is open. Color contrast is too low for each URL. Screenshot attached.
 

Foreground:#A0A0A0
Background:#FFFFFF

The contrast ratio is: 2.6:1

bugdroid is off, but crrev.com/c/1176198 landed as https://chromium.googlesource.com/chromium/src.git/+/661f1b05914d144dff5451e7aaee3eb297d2aa02

This should be fixed, elements with the class name 'url' have color: #696969, increasing text contrast to 5.5:1.

Increase text contrast of urls on chrome://accessibility

Set url text colors to #696969 to increase text contrast to 5.5:1. This
matches the text color of secondary text for the page's settings.
