skylab_invenory_manager stuck on several drones |

Issue descriptionSeveral drone have refresh attempts stuck at 0. http://shortn/_a6YztcfbB4 /var/log/upstart/skylab_inventory_manager.log shows -- 2018-08-09 16:29:55,580 INFO| RetriableHttp: attempt 1 receiving status 503, will retry So something gets a 503 and then is stuck there. Restarting skylab_inventory_manager fixes this issue.
