Print button focus indication barely visible

Google Chrome	70.0.3514.0 (Official Build) dev (64-bit) (cohort: Dev)

Open the print dialog using the menu or ctrl + p and tab to see the focus indication. The focus ring is barely visible around the print button since it is essentially the same color (contrast ratio 1.1:1)

Please see screenshot comparing focused and unfocused.

This is a pre-existing problem, even in Chrome 68, right?

We are looking at moving to MD2, so maybe we can tackle this as part of the UI refresh?

Yes, this looks like the same styling that button has always used. We will be refreshing button styles/colors for GM2 so it would make sense to fix it then - currently targeting M71. Assigning to namratakannan@ for now.
