Background tab highlight is not dismissed immediately when mouse-off appears while window is backgrounded

Issue description

Chrome Version: 70.0.3517.0
OS Version: OS X 10.13.6

What steps will reproduce the problem?
1. Open two windows
2. Open two tabs in one of the windows
3. Hover the mouse over a background tab, so that the tab is visually highlighted
4. Without moving the mouse, Cmd-` to switch to the other window
5. Move the mouse
6. Cmd-` back to the first window.

What is the expected result?
  The tab should no longer have a highlight effect

What happens instead of that?
  It totally still has a highlight effect

**UI mass Triage**

Able to reproduce this issue on mac 10.13.6 using latest canary #72.0.3611.0 as per steps mentioned in C#0.

This is a non regression issue as observed tab highlight doesn't go off from start of new chrome UI .Adding valid labels.
