Cookies dialog focus indication ring too low of contrast

Issue description

70.0.3514.0 (Official Build) dev (64-bit) (cohort: Dev)
Windows 10

To get this dialog, go to the security chip in any page (left of the Omnnibox text) and select "Cookies." 

Please see attached screenshot with the blue focus ring around Allowed and Blocked
Foreground:#BED5FB
Background:#FFFFFF

The contrast ratio is: 1.5:1

Three low contrast bugs that are similar but are different because there are three different implementations of UI to do the same function:

A lot of the Google Material standards use contrast ratios of 1.3 or lower for these sorts of states (although keyboard focus isn't explicitly called out).

What is the guidance here? Thanks!
