We are attempting to eliminate the use of symlinks in the CUPS print pipeline.  gstoraster fails trying to write to /var/spool/cups/tmp

Ghostscript is actually creating the tmp file.

gstoraster is creating the temporary file in /var/spool/tmp https://github.com/OpenPrinting/cups-filters/blob/346c673921a56297ce625029c28bc0fafdcf896d/filter/gstoraster.c#L661

It's supposed to contain the contents of the document being rendered.
