What steps will reproduce the problem?
1. Make sure that some apps are already pinned to the shelf
2. Set display to RTL language (say Arabic) and click on 'Restart' button
3. Login to the user account
4. Open launcher. Drag any app from launcher and try to drop it at a particular position on the shelf.

What happens ?
App is pinned few spaces to the right side of desired location. Sometimes app is not pinned at all.
