Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.84 Safari/537.36 Steps to reproduce the problem: 1. Open https://codepen.io/jhrinoa/pen/ejbRQo 2. Hover slowly between Child1 and Child2. More specifically at the edge of red border. What is the expected behavior? Child1 should have underline and should not blink. What went wrong? Child1 starts blinking. Please refer to the attached animated gif file. Since it's animated gif, blinking looks slower though. Did this work before? N/A Chrome version: 68.0.3440.84 Channel: stable OS Version: OS X 10.13.6 Flash Version: FireFox, Safari, IE11 doesn't have this issue.

Sorry about multiple comments. I should've put them in all one comment. It looks this issue doesn't occur when going from opacity: .5 to opacity:.99. In other words, this issue happens only when going from opacity less than 1 to 1 on hover.

jonlee321@ Thanks for the issue. Able to reproduce this issue on Mac OS 10.13.3, Windows 10 and Ubuntu 17.10 on the reported version 68.0.3440.84 and the latest Canary 70.0.3517.0 as per the original comment. This is a Non-Regression issue as this behavior is observed from M-60 chrome builds. Hence marking this as Untriaged for further updates from Dev. Thanks..
