What steps will reproduce the problem?
(0) Ensure horizontal tab switcher flag is on.
(1) Open Chrome and tap tab switcher button to enter tab switcher mode
(2) Quickly press tab switcher button twice (should end back in tab switcher mode).
(3) Try tapping incognito toggle button

What is the expected result?
Should go to incognito tab switcher.

What happens instead?
Nothing
