Clear history dialog focus contrast change too low

A way to implement this would be to use the same configuration as the Cookies dialog. When moving the keyboard focus between each tab in the dialog, there is a blue focus indicator showing which one you have focused on. 

Note: That focus indication is too low of contrast itself but having it is a step in the right direction. That contrast bug is here: https://bugs.chromium.org/p/chromium/issues/detail?id=872990

Three low contrast bugs that are similar but are different because there are three different implementations of UI to do the same function:
