Pre-Condition:
- Use a Chromebox that is in NORMAL mode.
- Navigate to chrome://settings
- Find the setting for "Verified Access Enabled"
- Make sure it is enabled.


What steps will reproduce the problem?
1.Navigateto:https://ats.sandbox.google.com/static/chrome_test_app/index.html
2. Under Policy and Profile section, for "DRM Server" select "https://ats.sandbox.google.com/drm"
3. Under "New Test" header, for "Media file" select "L3_Video.mp4.mpd"
4. Click "Start Test" below the "New Test" form. 
5. Observed issue, infinite spinning circle forever and get error code 6007 on console

What is the expected result?
Video should play
