Set a small timeout for task pending for perf swarming tasks

Similar to issue 863684, this is about perf bots tasks pending for 6, 7 hours then timedout because we happen to trigger a deadbot. Besides the proposal in that issue, another way to mitigate this problem is to set a maximum pending time for perf swarming bots. 

Marc said we can just use expiration_secs field.
