What steps will reproduce the problem?
(1) from shell as root on eve, 'ectool --name=cros_pd usbpdpower'


What is the expected result?
Port 0: SNK Charger PD 20623mV / 2250mA, max 20000mV / 2250mA / 45000mW
Port 1: SRC 3000mA

What happens instead?
ectool --name=cros_pd usbpdpower                                                                                
Unable to establish host communication
Couldn't find EC

to workaround either remove --name or --name=cros_ec but would be better if it worked reliably regardless of whether the platform has a physical MCU for USBPD (like samus, glados/kunimitsu [chell, cave, lars, sentry]) or if the USBPD functionality lies within the EC MCU like everything beyond those above.
