Move RegistryLogger::WriteStuff() functions to components/chrome_cleaner

So that we can use the same code as helper functions in testing as we do in the cleaner app.

In particular, see http://crrev.com/c/1161181 for some test helper functions that could be replaced by calls to RegistryLogger member functions (after giving them some optional parameters).
