What steps will reproduce the problem?
(1) On login screen add an account that has Android apps installed (account should be new to this device)
(2) Go through OOBE
(3) Open full screen launcher, observe apps being installed and appearing in the launcher.

What is the expected result?
App icons displayed normally

What happens instead?
No icon displayed above the app name. Icon appear on any re-layout.
