Are you a committer? For chromium/src and similarly restricted repos you can only CodeReview+1 if you're a committer. If someone who is a committer gives you a CR+1 you can apply the CQ+2 label to submit.

If that is right, this is working as expected until you're added as a committer. Nothing is stopping you from giving substantial, useful review feedback. You just can't approve the code to be submitted.

As I said above, I believe this is working as intended for our repos. You can re-open if I'm mistaken. |
