There should be metrics in place to track adoption of Reporting features.

Chrome Version: 70.0.3517.0
OS: All

There should be some metrics (such as UseCounter) in place for tracking the usage/adoption of the new Reporting features:
- ReportingObserver
- Reporting API
- Deprecation reports
- Intervention reports
