Steps to reproduce the problem:
1. create a ~/.sommelierrc file as follows
export SOMMELIER_SCALE=0.8
export SOMMELIER_DPI=160 
export SOMMELIER_ACCELERATORS="<Alt>Bracketright,<Alt>Bracketleft"
echo "SOMMELIER_WAS_HERE" `date` >> som.log
2. restart sommelier
3. exported variables from file have no effect on sommelier
4. cat som.log shows that sommelier is reading the .sommelierrc file

What is the expected behavior?
environment variables set in ~/.sommelierrc should be implemented according to https://chromium.googlesource.com/chromiumos/platform2/+/master/vm_tools/sommelier

What went wrong?
sommelier should implement the environment variables set in ~/.sommelierrc file
