PWA install banner coming every time even pwa banner is installed

Issue descriptionSteps to reproduce the problem: 1 open https://santatracker.google.com 2 Add to home screen banner will come then click on it and add it. 3 After added the banner again refresh the website, the add to home screen banner will come again. This issue was not in previous version of chrome. What is the expected behavior? Once the user added the pwa banner on home screen it should not be prompt again and again. It's annoying the user and honestly it's a bad experience for user also. So, if it comes again and again if user not added pwa banner to home screen is logical but after installing it's not. What went wrong? PWA install banner coming repeatedly even banner is installed. Did this work before? Yes 66.0.3359 Does this work in other browsers? Yes Chrome version: 68.0.3440.91 Channel: stable OS Version: 7.0.0 Flash Version: Please try to fix it asap because it's really annoying to user. Looking forward to here from you. I wasn't able to repro on my testing device which is Android P. Probably we should try to repro on Nougat.

@bashi@chromium.org, I have checked it on Nougat so please try to reproduce it on Nougat and chrome version 68.0.3440.91

Tested the issue in Android and able to reproduce the issue. Steps Followed: 1 Launch chrome >> Open https://santatracker.google.com 2 Add to home screen banner will come then click on it and add it. 3 Reload the page 4 observed that Add to home screen banner is seen even after adding (Seeing the banner on every page reload. Chrome versions tested: 68.0.3440.91, 71.0.3561.0(Latest canary) OS: Android 7.0 Android Devices: Samsung J7 Using the per-revision bisect providing the bisect results, Good Build - 67.0.3389.0 Bad Build - 67.0.3390.0 Culprit: https://chromium.googlesource.com/chromium/src/+/e81fab496202e46b7f3834d418520c7750014918 @ dominickn: Could you please look into the issue, pardon me if it has nothing to do with your changes and if possible please assign it to owner concerned. I can't reproduce this on Stable or on Canary. The banner is explicitly suppressed after installation, because as you note it doesn't make sense in that context.
