Recurring "Pages Unresponsive" prompt

Issue description

I'm happily working away in a tab in 70.0.3516.0 (Official Build) canary (64-bit) (cohort: Clang-64), and I keep getting a modal "Pages Unresponsive" popover. Of note:

* The tab I'm working in is perfectly responsive.
* The dialog steals focus to tell me about 11 other tabs that I'm not working with.
* The few pages/tabs listed in that dialog that I've checked appear to be responsive.

So, I'm reduced to being quite irritated by Chrome repeatedly taking me away from what I'm trying to do to tell me something that seems incorrect about some other tabs/windows that I'm not even using. This is not helpful. :-(
 
Another oddity: while it was previously appearing over the tab I was working with, it's now appearing over another browser window that I'm not currently interacting with. I'm typing this into a tab in a browser window for my chromium.org profile, and the modal dialog is now appearing over a tab in a browser window for my corp profile. Keyboard focus is stolen even though the popover is in a different window. Super annoying! I'm going to relaunch now since I can't get anything done like this. :-(

Unfortunately, relaunching the browser made it go away. I'll grab screenshots if it happens again.

I have a feeling this was weird canary behavior. Since that canary, I haven't seen this again. But I definitely saw it all day long.

I'm going to close as wontfix... but reopen as necessary!
