OS: Windows (7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.14, 10.13.6) and Linux (14.04 LTS).

Pre-condition: Enable 'Enable using the Google local NTP' under chrome://flags.

What steps will reproduce the problem?
1. Launch Chrome ,open NTP, press tab key on keyboard and get focus on Google apps icon.
2. Observe that 'Google apps' tooltip can be seen.
3. Now try to zoom in /zoom out the NTP and observe the tooltip.

Actual  : Tooltip appears misplaced after zooming on NTP.
Expected: Tooltip should not appear misplaced after zooming on NTP.

This is a non-regression issue, seen from M-63 series(#63.0.3234.0, as Google app icon appears on local NTP from this build)
