What steps will reproduce the problem?
(1)Sign into User -> on screen Right click -> select 'Set Wallpaper' option
(2)In 'Set Wallpaper' overlay -> go to any tab and scroll until wallpapers get loaded
(3)Now turn off Wi-Fi from Uber Tray -> Now In 'Set Wallpaper' overlay at the tab scroll up and down -> observe wallpapers are first in enabled form and then getting disabled

Expected: Wallpapers should be in disabled form on scrolling Up and Down when Wi-Fi is turned off
Actual: Instead wallpapers are first in enabled form and then getting disabled 

This is Regression issue seen as same is working fine in 69.0.3476.0
