Cookies display is not relevant

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.84 Safari/537.36

Steps to reproduce the problem:
1. Set multiple cookies with the same name but different paths
2. Look at the DevTools cookie tab and to the cookie menu from the omnibar.

What is the expected behavior?
I expect to see all cookies with there values and parameters in DevTools.

What went wrong?
The two panels doesn't always display the same informations.

In DevTools one cookie is picked and display but all others are hidden or at least invisible.

Did this work before? N/A 

Chrome version: 68.0.3440.84  Channel: n/a
OS Version: Arch
Flash Version: 

Firefox works as expected and I made screen capture of both to show the issue.

I made a simple Go server inside a Docker image.
Extract the given archive.

Load the image via docker: 
    docker image load -i debugchrome.docker
Run it:
    docker run --rm -ti -p 8080:8080 debugchrome:latest

And go to http://127.0.0.1:8080/

This single page simply add two cookies with different path but same name.
