Regression : Right border of PiP video frame shrinks/expands after clicking on 'Play' button.

Issue descriptionChrome Version : 70.0.3517.0 (Official Build) 40b8dc74d4eba316ce85e7c7cb5cac598d17069d-refs/branch-heads/3517@{#1} 32/64 bit OS : Windows (7, 8, 8.1, 10) Test URL : https://googlechrome.github.io/samples/picture-in-picture/ What steps will reproduce the problem? 1. Launch chrome, navigate to above test URL and click on 'full-screen' button in the video. 2. Right click on the video and select 'Picture in picture' option from context menu. 3. Now click on 'Play' icon in PiP video frame. 4. Observe the right border of PiP video frame. Actual Result : Right border of PiP video frame unnecessarily shrinks/expands after clicking on 'Play' button. Expected Result : Border of PiP video frame should not shrink or expand after clicking on 'Play' button. This is a regression issue broken in ‘M-70’ and below is the bisect info: Good Build : 70.0.3511.0 (Revision : 580407) Bad Build : 70.0.3512.0 (Revision : 580755) Change Log URL : https://chromium.googlesource.com/chromium/src/+log/70.0.3511.0..70.0.3512.0?pretty=fuller&n=10000 Suspect : r580628 ? Becca@ : Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner. Note : 1. This is Windows specific issue and same is not reproducible in Mac(10.12.6, 10.13.1, 10.13.6, 10.14) & Linux(14.04 LTS) OS. 2. Able to repro this issue in Dev build #70.0.3514.0 3. Unable to provide bisect using per-revision script on Windows machines as it is giving trace back error. Tried on other machines (Win 7,10) and got the same trace back error. 4. Also tried chromium bisect but it gives "RuntimeError: We don't have enough builds to bisect. revlist: [ ]" . Increased the revision range but still got the same error every time. 5. Hence provided the manual suspect through Change Log URL. Thank You..!

This is a known issue dating prior to the this patch landing. It also repros when resizing, not just pressing the play button.
