Chrome version : 69.0.3497.32 (Official Build)   bf910299d07564d66b36991ebc7dbdc7e26fe897-refs/branch-heads/3497@{#514}(32/64 bit)

OS:Win(7,8,8.1,10)

Pre-condition: 1. Enable the flag 'Enable using the Google local NTP' and 'New Tab Page Background Selection' from chrome://flags/ page.
               2. Change browser language to 'Hindi' from 'chrome://settings/languages'

What steps will reproduce the problem?
1.Launch chrome and open NTP.
2. Click on 'Gear' icon on NTP and click on 'chrome background' .
3. Observe text on buttons.

Actual  : Text on buttons on chrome background overlay of gear icon is seen misaligned.
Expected: Text on buttons on chrome background overlay of gear icon should be aligned properly.

This is Non-Regression issue seen from ‘M-69’  as Click event on Gear icon on NTP has implemented from build #69.0.3451.0
 
Note: Issue is not seen on Mac(10.12.6 , 10.13.1 , 10.13.6 , 10.14) and Linux(14.04 LTS) OS
