Regression : Click effect is seen on disabled 'Microphone' drop down list in 'Microphone blocked' bubble.

Version: 69.0.3497.32 (Official Build) Revision bf910299d07564d66b36991ebc7dbdc7e26fe897-refs/branch-heads/3497@{#514}(32/64-bit)
OS: Windows (7,8,8.1,10)

Pre-condition : Microphone should be disabled in system.

What steps will reproduce the problem?
1. Launch chrome,Navigate to NTP and click on 'Search by voice' microphone button.
2. Now Block microphone and click on 'Blocked microphone' icon in omnibox to open 'Microphone blocked' bubble
3. Now click on disabled 'Microphone' drop down list in 'Microphone blocked' bubble and observe
 
Actual: Click effect is seen on disabled 'Microphone' drop down list in 'Microphone blocked' bubble
Expected: Click effect shouldn't be seen on disabled 'Microphone' drop down list in 'Microphone blocked' bubble

This is regression issue, broken in ‘M 64’ and below is the bisect info :
Good build: 64.0.3256.0  (Revision: 513349).
Bad build: 64.0.3257.0 (Revision: 513642).

You are probably looking for a change made after 513357 (known good), but no later than 513367 (first known bad).

Note:
1.Unable to provide bisect using per-revision script as it is giving trace back error,also tried on different machines but giving same error and hence providing chromium bisect.
2.This issue is also reproducible on M-68 Stable (build # 68.0.3440.106),M-70 Dev (build # 70.0.3514.0) and M-70 Canary (build # 70.0.3516.0).
3.Issue is not seen on Mac(10.12.6,10.13.1,10.13.6) and Linux (14.04 LTS)

the logic to do this was added be estade@ in r416110, "Add ink drop ripple .. to comboboxes".

    if (UseMd()) {
      SetInkDropMode(InkDropMode::ON);
      set_has_ink_drop_action_on_click(true);
    }

I kinda like the feedback TBH, even though the combobox is disabled. I think this is WontFix.

Just to update: 
Still we are able to reproduce the issue on Latest canary #72.0.3609.3 on Windows(7,8,8.1,10)OS. 

@bettes: Could you please take a look into this issue.
