Hardware Touch Bar setting not honored

Version 70.0.3514.2 (Official Build) dev (64-bit)

STR
1) to go chrome://flags
2) set Hardware Touch Bar to disabled
3) restart

Expected
That the touch bar to not be enabled while in Chrome

Actual
The touch bar is not disabled

We had support for this in Cocoa but not in MacViews. Do we care about this any more spqchan@?
