Web UI (history, downloads) focus indication on check box/buttons too low

Please see screenshots where the focus contrast is too low in Downloads and History around the X button, check box, and more context menu.

Background:#FFFFFF

The contrast ratio is: 1.2:1

This bug is similar to another one on the same UI:
872544 is for focus highlight contrast on buttons in the page (gray)
872529 is for focus highlight contrast on the top menu (blue)
