[PIP] Hover states for controls out of sync on Mac

Not repro-able on Beta 69 on Linux, repro-able on Canary 70 on Mac.

Currently no definite step-by-step repro instructions.

Sometimes, PiP controls will appear or disappear unexpectedly, regardless of mouse hover state. This seems to be an issue when there is more than one video in the same browser instance (in another tab) being engaged with as well.
