Chrome WebUI bookmarks, settings, downloads, extensions focus indication in top menu too low contrast

Issue description

Google Chrome	70.0.3514.0 (Official Build) dev (64-bit) (cohort: Dev)
Windows 10

The focus indication in sites like chrome://bookmarks and chrome://settings is too low of contrast, please see screenshot. 

Foreground:#527EDC
Background:#3367D6

The contrast ratio is: 1.3:1

Downloads uses the same button as chrome://bookmarks

This bug is similar to another one on the same UI:
872544 is for focus highlight contrast on buttons in the page (gray)
872529 is for focus highlight contrast on the top menu (blue)

According to the MD2 spec document for WebUI, https://docs.google.com/presentation/d/1EO7TOpIMJ7QHjaTVw9St-q6naKwtXX2TwzMirG5EsKY/edit?pli=1#slide=id.g3232c09376_6_1645 All the blues are GoogleBlue600, however #3367D6 is GoogleBlue700.

In fact the following is found in ms-colors.css:

  /* This is --google-blue-700, rewritten as a native custom property for speed.
   */
  --md-toolbar-color: rgb(51, 103, 214);
