Users should have control of a blacklist of things that show up in the suggested area / zero state.

This would include:
 - A context menu option to never show X again.
 - For some flavors of content two options.
   - never show this document/article/whatever 
   - never show *this flavor of thing*.
 - Some UI in settings to see all things and flavors of things that have 
   been blacklisted.

Back-end work needs to also be done to let search know that this thing has been blacklisted.
