Toolbar layout has extra spacing

There's a 4dp wide bounding box between the omnibox and the toolbar icons, which visually contains the last 2dp of the omnibox along with 2dp of extra space. This visually adds extra unnecessary space and disrupts the alignment of toolbar icons.

This isn't specific to the modern layout. Use use the space in Chrome classic too. If we remove the space, the grey touch highlight will touch the toolbar background. It also appears the background extends into the spacer by just a hair... which will likely be a pain to correct.

I think "P3" is the appropriate prioritization if we want to do this at all.
