Issue description

Summary:
This is a feature request to allow managed users to change wallpapers, while pushing default wallpaper via Chrome policy.

Currently admin 
1) No policy set = User can either use default Google wallpaper or choose whatever they like
2) Policy DeviceWallpaperImage set = Admin can distribute wallpapers, users are not allowed to change

Use case / Motivation: In schools, admin can distribute school wallpapers to managed student/teacher users, while allowing them the freedom to change and customize their Chromebooks

DeviceWallpaperImage only impacts the login screen - users can still change wallpapers in their session. Are you talking about admins setting device wallpaper, or user wallpaper?

Reassigning to Max, since he'll need to decide if we want to change DPanel to add this kind of setting (i.e. allow admins to specify a default/recommended wallpaper instead of a required wallpaper).
We already have an API that allows setting wallpaper:

I'd suggest we extend that API (or add additional API / permissions) that allow force-installed extensions to set wallpaper and prevent end user from changing.

Beyond enforcing wallpaper this would also allow use cases like setting wallpaper to device asset ID / specs / location / etc (since force-installed extension would have access to this info in generating the wallpaper). There's a popular tool on Windows to do just this and it means quick info for helpdesk:
