Chrome sign in/account creation buttons contrast too low

Issue description

Google Chrome	70.0.3510.2 (Official Build) dev (64-bit) (cohort: Dev)
Windows 10

chrome://welcome look at the ring around the "no thanks" button, see screenshot


Foreground:#DADCE0
Background:#FFFFFF

The contrast ratio is: 1.4:1

Summary: Chrome sign in/account creation buttons contrast too low (was: Welcome page (OOBE) button contrast too low)
Also applies to dialog after you've signed in telling you about Chrome sync - the Undo button and all buttons that use this format.

Hi Laura. The button referenced is simply following the Google Material button guidelines. Changing the stroke color there will likely require changing the Google Material spec.

What's the guidance for contrast on strokes? Thanks!
