Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.84 Safari/537.36 Steps to reproduce the problem: 1. Create a simple webpage that has a Form with a product selection dropdown and Buy Now button. Form action is to peform a POST to "https://www.paypal.com/cgi-bin/webscr". You can use simple examples from https://developer.paypal.com/docs/classic/paypal-payments-standard/integration-guide/html_example_buy_now/#buy-now-button-with-product-options-with-prices. 2. Add that webpage to Enterprise Mode Site List to open in IE11. Do not add "PayPal" to the Enterprise Mode Site List. 3. Navigate to website using IE11. Select a product and click on Buy Now button. What is the expected behavior? Form post action should stay in IE11 and should not open in Chrome. What went wrong? Form posts action opens in Google Chrome instead of IE11. This is because LBS basically renders any site that is not in the Enterprise Mode Site List in Chrome. Did this work before? N/A Chrome version: 68.0.3440.84 Channel: stable OS Version: 10.0 Flash Version: 30.0.0.134
